Course Summary
This specialist qualification covers the competencies required of senior occupational health and safety practitioners in the public sector. Electives should reflect the responsibilities of the individual and the job skills required for effective performance. Where a free choice of Electives is possible in the qualification packaging rules, Electives may also be drawn from other Training Packages to reflect the work context and career plans of the individual. 15 Units required as set out below. 6 Core 9 Electives

Target Client Group
The Public Sector Training Package provides the basic building blocks for the vocational education and training system to respond to the training needs of the public sector. By identifying workplace requirements in terms of competencies, the Training Package also has the potential to be used by organisations to underpin some or all of the human resource management and development functions required.
Clients are expected to come from within the Public and Private sector and will include but not be restricted to the following groups:
- Occupational Health and Safety Officers in the Public Sector
- Occupational Health and Safety Officers in the Private Sector
- Occupational Health and Safety Managers in the Private Sector & Public Sectors
- Occupational Health and Safety Investigating officers from within the Public Sector
- Private investigators within the OH & S fields that require accreditation to conduct work within the Public Sector
- Occupational Health and Safety Investigating Managers from within the Public Sector & Private Sectors
- Occupational Health and Safety Managers responsible for statutory investigations under a range of legislation, regulations, mandated government and organisational policy and instructions
- Occupational Health and Safety Managers of Enforcement Officers
- Occupational Health and Safety Officers, Compliance Officers
- Specialists Human Resource Personnel at the appropriate level for the qualification
- Administrative/Code of Conduct investigators/managers
- Occupational Health and Safety Control Officers at management level or equivalent.

The training provided in this program is designed to prepare candidates for a range of OHS, Health & Safety Representatives and/or Investigative management positions, including senior level positions. Job titles for such positions may include (but are not limited to):
- Manager Occupational Health and Safety Investigations
- Manager Occupational Health and Safety Control Officers
- Manager Occupational Health and Safety Compliance Officers
- Manager Occupational Health and Safety Officers Investigating Officials
- Candidate's potential workplaces may include private small business, large corporations, government organisations and non-profit organisations.
Entry requirements
Entry is open to all who are 18 years of age or older and have completed the equivalent of year 10 at an Australian high school.
Special Note: Due to the level of this qualification the RTO Diverse Training Concepts require some evidence based information prior to enrolment to judge suitability and capacity to achieve this advanced level qualification.
There is direct or open entry into all qualifications in the Training Package.
For example, this means that someone can enter at Diploma level without having the Certificate IV. Some competency standards require underpinning knowledge and skills that may be gained through other competency standards in the Training Package.
These requirements are shown in the Evidence Guide for each competency standard.
The units of competency within this program do not have any prerequisite requirements in relation to the packaging rules. Although there is a number of legislative requirements to undertake these qualifications and units of competency for particular occupations within the Commonwealth, namely Occupational Health & Safety Officials.
Licensing implications
This program does not have any licensing-related outcomes.
Industry Consultation
In the planning of this program and the choosing of elective units, there are mandatory requirements in accordance with legislation and the Australian Government Investigation Standards. Qualifications in this stream and industry requirements (government) are regulated by the Attorney Generals Department. Consultation is consistently undertaken with all Law Enforcement regulatory authorities.

Provision of Training
Agencies should develop training plans to assist in determining the appropriate level of training needed by employees.
Agencies may:
- Develop their own accredited courses, within OH & S(including prevention and detection activities) and OH & S qualifications in PSP04, either independently, in cooperation with Comcare or with other training providers registered against the OH & S, detection and investigation qualifications in PSP04; or
- Source training from registered training organisations. Where an agency has developed in-house OH & S training, the agency may request that Public Services Education and Training Australia considers the agency's training materials and learning outcomes against the relevant competency Standards in PSP04.
- If the training materials and learning outcomes correspond, the agency may continue to deliver that training without adjustments; if they do not correspond, the agency will need to align their materials and outcomes with those in PSP04.
